Recap: 2.16.23 NuHart Community Meeting

On February 16, 2023 North Brooklyn Neighbors cohosted a community meeting with Assembly Member Emily Gallagher, State Senator Kristen Gonzalez, Council Member Lincoln Restler, the New York State Department of Environmental Conservation (DEC), the New York City Office of Environmental Remediation (OER), the New York State Department of Health (DOH) and Madison Realty Capital (MRC).

After introductions by the elected officials and then some technical difficulties, there was a presentation from Madison Realty Capital (~10:45). After a recap of the project, the audience was informed that sheet pile installation and cutoff wall activities have been mostly completed.

The three different locations on the site is where the tent will be erected, along with anticipated dates can be seen in the slide below.

The Q&A portion of the meeting began (~21:10) and continues for the remainder of the meeting. Topics covered include:

  • Covers and lining on trucks and truck evaluation and inspection before leaving site
  • Monitoring for migration of chemicals due to vibrations
  • Impacts of vibrations on nearby buildings
  • Communication efforts
  • Air quality monitoring
  • Exposure limits

The DEC and the DOH spent some time reassuring the community that the goal is zero exposure to contaminants during the remediation (~42:40).

Additionally, there was an extended conversation about coordinating amongst all the construction sites with the elected officials committing to a renewed focus on this from CM Restler and AM Gallagher.

AM Gallagher raised the issue of what happens to the development if 421A expires and is not renewed (~1:24:05). Madison Realty stressed the importance of 421A for the economics of their plan. AM Gallagher and State Senator Gonzalez plan to follow up with Madison Realty about what happens in the event that 421A is not renewed.
